Work Measurement Technique for Office based staff

With warm regards to all members....

I am new to this forum. I am working in Human Resource field in a PSU in India. I have specific query with regard to latest technique/ metods used in Work Measurent. As we all know that work study is used basically for repetitive type of Jobs like assembly line jobs involving repetitive tasks involving less application of mind. I want to know about the specific method/ techniques to be used in case of studying/ measurement of Jobs like that of clerical Jobs/ office based Jobs those involving the application of mind, for planning manpower requirement of clerical/ office based staff in a given office setup.

actually there is some standards should fallow about the time measurement technique like wise the iso,bis,jis,din specify some standards technique to got the iso 9001 benchmark time measurement technique.
